Thomas Kennedy, AICP, Executive Director
Tom is appointed by the SWCRPC Board of Directors and manages professional and support staff in their implementation of Board policy. In addition, Tom is the primary contact with local, state and federal officials on issues affecting the 10 towns in the SWCRPC region. Tom also interfaces regularly with the Vermont Legislature and the staffs of Vermont’s Congressional delegation to ensure that the needs of our communities are known and that they match state and federal programs. In addition to advocacy, Board service and organizational management, Tom works on transportation, economic development, local land use and Act 250 development review. Angela Esslinger, Office Manager
Angela is responsible for day-to-day office management and Southern Windsor/Windham Counties Solid Waste Management District Bookkeeping. Monthly invoicing, financial reporting and minutes are generated from her office. Angela can help direct you to appropriate staff if you give us a call concerning an issue. Cynthia Porter, FinancialAdministrator
Cynthia is responsible for all financial matters of SWCRPC. Including the responsibility for the financial administration of many local, state and federal contracts. All monthly invoicing and financial reporting are generated from her office.

John Broker-Campbell, Planner
John is responsible for SWCRPC’s emergency management program, which involves staffing the Local Emergency Planning Committee #3, assisting towns with emergency preparedness and mitigation planning efforts, and fluvial erosion hazard and floodplain management. John also is involved with GIS mapping, watershed planning, town plans and land use regulations.

April Harkness, GIS Planner
April is in charge of the Geographic Information Systems (GIS) services program. April manages the editing, collecting and maintenance of a wide variety of databases and information. These include the creation and maintenance of maps for zoning and town plans, regional maps, and numerous other map products. April can also help your town contract for outside mapping services. She provides assistance to our member towns with planning, writing town plans, and zoning. April coordinates our EPA Brownfields program for hazardous and petroleum sites and manages SWCRPC’s Brownfields Revolving Loan Fund Program.

Jason Rasmussen, Senior Planner
Jason works with communities on land use planning projects including town plans, land use regulations, GIS technical assistance, regional capacity studies and other special projects. He is the lead planner for the SWCRPC’s Energy Program. Jason also runs our Transportation Planning Program that includes staffing the Transportation Advisory Committee, developing regional and local transportation plans, public education and outreach, as well as assisting communities with transportation-related technical assistance. He also serves as a project manager for municipal transportation projects involving sidewalks, bike paths, recreational trails and other roadway improvements. Dan Potter, Assistant Planner
